Overview

Veilmoor is a rain-soaked port on Dawnwake Isle, built around a shield-shaped harbor and pressed between the Tradewind Sea, the creeping jungle, and the dark shoulder of the Sleeping Mountain. Salt-worn buildings rise in crooked rows from the piers toward Old Veilmoor, then fade into farms, fortified estates, logging roads, and jungle watchposts. Lanterns hang from beams, balconies, and iron hooks like small stars in the rain. The lower streets flood with the tide, moss fills cracked stone, and vines continually test the city's claim upon the land.

Veilmoor was once a neglected colonial holding: useful enough to attract traders, pirates, and investors, but weak enough to be exploited by old noble houses, infernal contracts, and civic systems that made unwanted people disappear. The arrival of a new group of landholders exposed these practices and began a struggle over whether Veilmoor would become a true city or merely another ruin swallowed by green shadow and old debt.

The city has since survived the Night of Ash, broken the visible power of House Valecourt, established institutions capable of feeding and protecting its people, and restored confidence in its harbor. Veilmoor is no longer forgotten. Ships are repaired, cargo is tracked, contracts are recorded, the frontier produces food and timber, and public healing no longer depends entirely upon private charity.

That success has made Veilmoor more visible. Port Oro, the Coin Lords, the Riven Tide, merchant consortiums, foreign investors, and infernal powers now watch the city closely. Veilmoor has become strong enough that no regional power can safely ignore it—and important enough that its next conflict is unlikely to remain local.

Geography and Districts

Veilmoor stands where three worlds grind against one another: the harbor, the old city, and the jungle frontier. Its districts are not only geographic divisions; each has developed its own source of authority and its own definition of survival.

Dockside

Dockside is Veilmoor's beating heart and exposed throat. Ships, taverns, warehouses, smugglers, dockworkers, repair yards, sailors, cargo brokers, and desperate people crowd around Crescent Quay. Prosperity arrives here first, but so do storms, piracy, contraband, disease, hunger, and foreign attention.

Dockside respects what proves dependable: a hot meal, a repaired hull, a light that does not fail, and a person who keeps their word when the tide turns ugly. Its most influential modern institutions are Simmer's Devil's Plot and Cinderward, Galix Thorne's Anwar Point, and the partially reclaimed machinery of the Black Hold.

Dockside is Veilmoor's mouth and throat. Whoever controls its food, cargo, lights, and tides controls whether the city breathes.

Mainland

Mainland, commonly called Old Veilmoor, is the city's civic memory and political center. Its narrow streets climb through warped timber houses and old stone buildings toward the Sleeping Mountain. Public halls, noble estates, marketplaces, shrines, printers, clerks, and old families compete to define what Veilmoor believes about itself.

House Valecourt once wrapped its authority around Mainland's procedures, inheritances, and public offices. After the Night of Ash, the district became the center of the Still Hand's work: public healing, burial discipline, guarded testimony, reliable records, commercial review, and the effort to prevent tradition from disguising fraud.

Dockside determines whether Veilmoor eats. Mainland determines what the city calls lawful.

Jungle Edge

Jungle Edge is the unfinished boundary between Veilmoor and the Green Hell. Old estates, farms, logging camps, abandoned roads, watchposts, and reclaimed manors stand beneath the jungle canopy. The district offers timber, food, medicines, rare materials, and access to forgotten ruins. It also brings fever, predators, disappearances, and the uncomfortable suspicion that the jungle is not simply growing—it is reacting.

The expanding network surrounding Timber's Edge and Silversong Plantation is increasingly known simply as the Edge. What began as scattered frontier holdings is becoming a community with its own food, work, defenses, guides, social halls, and permanent residents.

The Green Hell was once used as Veilmoor's disposal system. Nobody sensible assumes its present quiet means peace.

Civic Character

Veilmoor is a city of salt, rain, old stone, jungle mist, and unfinished reckonings. Its modern identity is built around several hard-won principles:

  • Service creates legitimacy. The city's current leaders became authorities because people repeatedly turned to them during crises.
  • Mercy requires structure. Food, shelter, healing, and fair work must be supported by records, logistics, defenses, and institutions capable of surviving their founders.
  • Truth must be preserved. Veilmoor's old powers survived by isolating facts, hiding precedents, and allowing inconvenient memories to vanish.
  • Public authority must be visible. Hidden mandates, inherited claims, magical compacts, and private agreements are treated with deep suspicion.
  • The frontier is not empty. Roads, farms, and logging camps create obligations toward the people and places they affect; expansion alone is not proof of virtue.

One of the city's most enduring customs is MacLeod's Law, the collection of public hygiene habits first spread through Plaudere Sanctuary during the jungle-fever crisis. Washbasins, clean-water routines, quarantine practices, songs, jokes, and public expectations succeeded where a simple decree might have failed. The name survives even though Roisin MacLeod no longer resides in Veilmoor.

History

Before the Founders

Veilmoor began as a neglected colonial port whose distant overseers valued its usefulness more than its people. Port Oro claimed influence without accepting full responsibility for what happened on Dawnwake Isle. Ships used the harbor when necessary, old families occupied its stone houses, and the city's decline was politely described as temporary.

The settlement survived by redirecting its worst problems somewhere less visible. Dockside converted desperation into infernal obligation. Mainland converted inherited privilege into law. Jungle Edge converted unwanted people into disappearance. These systems were not secret in the ordinary sense; they had become familiar enough that most residents saw only fragments and avoided examining the whole.

Arrival of the First Founders

Lady Veyda Morvayne arrived from Eiselcross with dangerous research inherited from her former mentor, Professor Keilious Reverez. Simmer, Galix Thorne, Roisin MacLeod, Denzorax Icetalon, Ashe Whisperwind, and Salrasi Thornbush established holdings across the city's three districts. Each holding answered a different civic need:

  • Simmer fed Dockside and created dependable work.
  • Galix rebuilt the Anwar and made harbor safety visible.
  • Roisin gave Veilmoor a place to speak publicly.
  • Denzorax preserved records, evidence, and civic duty.
  • Ashe organized the frontier through practical presence.
  • Salrasi watched the roads and approaches from the Mountain's Eye.
  • Veyda built a protected research estate and supplied the resources needed to confront older dangers.

The city began treating these landholders as authorities because their institutions continued functioning when ordinary systems failed.

The Three Exposed Rot Systems

The Founders eventually discovered that Veilmoor's decay was not accidental. Three interconnected systems made suffering useful.

The Black Hold

The Black Hold was a Dockside bureaucracy of soul bargains and soul-debt. It maintained contracts, collateral, clerks, collectors, corrections, and enforcement with the outward manners of a respectable office. Its power came from making infernal exploitation appear procedural and inevitable.

Simmer threatened the Hold by offering food, shelter, mediation, and work without ownership. Galix threatened it by attempting to understand its machinery. The Hold answered by taking the young dockworker Rell and transforming him into a soul coin, then later removing Esmir and Isolde from the Anwar for what it called “education.” The siblings eventually returned, but what happened to them remains unknown.

The Founders descended into the Hold, freed prisoners, and confronted an infernal Arbitrator accompanied by members of the Ashen Host. The Arbitrator warned that the entire institution could be destroyed by comprehensive immolation if its accounts could no longer be controlled. The Founders escaped, but the Hold's deeper infrastructure survived.

House Valecourt

House Valecourt was Mainland's old power: noble, procedural, inherited, and infernally compromised. It governed through permits, overlapping jurisdictions, selective records, old relationships, and the assumption that Veilmoor's offices would continue obeying long after anyone remembered why.

Roisin's public gatherings and Denzorax's records exposed the boundaries of tolerated reform. Plaudere Sanctuary was slowly strangled through procedure, while The Final Word's records were pressured and contradicted. When Veyda's allies uncovered more of the system, devils disguised as civic officers arrived with flawless documents authorizing the removal of Salarin Quill.

House Valecourt demonstrated that in Veilmoor, law itself could be forged into a weapon.

The Quiet Disposal

For generations, Veilmoor escorted violent criminals, extreme debtors, dangerous prisoners, and socially unwanted people into the Green Hell and left them there. The practice avoided prisons, trials, executions, and long-term responsibility while allowing the city to pretend it had not killed anyone.

Ashe, Salrasi, Veyda, and Salarin discovered that the old roads did not lead into the jungle at random. They converged upon sites where death interacted with planar pressure. Veilmoor had not merely been abandoning people. It had been delivering them.

The practice has ended, but the purpose of the routes—and what received those sent along them—remains unresolved.

The Night of Ash

The Night of Ash is the defining crisis of modern Veilmoor. The conflict culminated at Valecourt Estate, which burned in black-and-red infernal fire visible across the city. By dawn:

  • Denzorax Icetalon was dead. He is honored as a Founding Martyr of Veilmoor.
  • Galix Thorne had been killed and taken to Port Oro, where he was raised.
  • Roisin MacLeod survived but later departed Veilmoor.
  • Salrasi Thornbush was called away to Greenwood by her patron.
  • Lord Valecourt escaped.

Veyda used the Preliminary Charter of New Veilmoor to unify the city's remaining services, patrols, and civic offices long enough to prevent collapse. House Valecourt's visible control was broken, prisoners were rescued, and trade was gradually reopened. The old systems were wounded, not erased.

A black-sailed vessel was seen leaving Veilmoor's waters during the crisis. Its identity and purpose remain uncertain.

Recovery and the New Founders

After the Night of Ash, Ghustil Vra'ket Taal and the Still Hand entered Veilmoor as equal partners in reconstruction. Vra'ket established a public sanctuary, clinics, guarded records, burial discipline, commercial review, and civic procedures capable of distinguishing genuine harm from carefully worded opportunism.

Simmer expanded his Dockside network from a tavern and drydock into food, housing, customs, workshops, public assembly, and early warning. Galix turned the Anwar into a wider harbor system and assumed dangerous stewardship over part of the Black Hold. Ashe absorbed displaced workers and families, turning scattered Jungle Edge holdings into the beginnings of a settlement. Veyda transformed her estate into the Fortress of the Veil and continued studying the planar forces surrounding Dawnwake Isle.

The surviving leaders became known as the New Founders. The title was not granted by crown or council. It emerged from habit:

  • People went to Simmer when Dockside needed to eat.
  • They looked to Galix when the harbor became uncertain.
  • They followed Ashe when the frontier moved.
  • They brought wounds, grievances, and records to Vra'ket.
  • They sought Veyda when the danger was older, stranger, or larger than ordinary civic life.

Government and Authority

The Preliminary Charter


The Preliminary Charter of New Veilmoor was an emergency framework, not a permanent constitution. During the Emergency it placed civic offices, enforcement groups, and essential services under a Unified Command led by Veyda Morvayne. It also declared hidden mandates, inherited claims, magical compacts, and private agreements unsanctioned unless openly recognized.

The charter's most important principle remains influential:

Legitimacy after the Emergency derives from service to the city and the consent of its people.

The Emergency has effectively ended. Veyda withdrew from ordinary rule, and the Unified Command no longer administers Veilmoor's daily affairs. The city has not yet replaced it with a single conventional government. Authority is distributed among the New Founders, their district institutions, the Still Hand, and surviving public offices.

The Still Hand Compact

After the Night of Ash, Veyda entered an alliance with the Still Hand, an order within the Disciples of the Traveler dedicated to stabilizing wounded settlements. Vra'ket arrived not as Veyda's assistant or subordinate, but as an equal rebuilding authority beside Simmer, Galix, and Ashe.

The Still Hand's recognized responsibilities include:

  • clinics and public healing;
  • burial rites and corpse-handling discipline;
  • civic records and commercial oversight;
  • review of corruption, cult activity, debt, and systemic failure;
  • guarded testimony and the protection of petitioners;
  • emergency discipline where public order and mercy collide.

Economy and Trade

Veilmoor's economy once depended heavily upon passing ships, private influence, smuggling, salvage, and access to the jungle. Its recovery has created a broader foundation:

  • ship repair through Kettle's Slip;
  • customs, bonded cargo, and supply monitoring through Lantern Quay;
  • harbor navigation and maritime agreements through Anwar Point;
  • food production through Silversong Plantation;
  • timber and frontier materials through Fringe Logging;
  • tools, fittings, and repair work through Emberworks, the Iron Covenant, and Bellsong Foundry;
  • guides, expeditions, and jungle access through Timber's Edge;
  • regulated contracts and property claims through the Still Hand Ledger Annex;
  • legal and illicit cargo movement through several acknowledged and unacknowledged wharves.

Port Oro remains Veilmoor's most important nearby commercial connection and political observer. Tradewind registrars, merchant consortiums, independent captains, recovery brokers, and foreign investors have resumed cautious dealings with the city. Insurance and transport costs remain high, but no longer treat Veilmoor as a doomed port.

The city is more reliable than it was, not fully prosperous. A large share of its stability still depends upon the continued cooperation of institutions closely identified with individual New Founders.

High Stone

After two years of research into planar shear, infernal geometry, maritime anomalies, and the surviving work of Keilious Reverez, Veyda identified coordinates for a place called High Stone. She described it as a seam or lawful blind spot where Hell and the mortal world grind against one another without fully separating:

“High Stone is not on the map. It is the reason the map lies.”

The New Founders sailed aboard the Boom n' Barter and Widow's Tally. During the voyage they rescued the Honeywake, a merchant vessel carrying medicine, citrus, lamp oil, seed stock, tools, linen, and other supplies bound for Veilmoor. At the coordinates they found an island whose cliffs concealed not an invisible fortress, but a structured absence—a place reality had been instructed not to acknowledge.

High Stone tested standing rather than simple strength. Its basalt doors, Chain Eels, infernal seals, Heralds, and Bell Chamber demanded recognized authority. A shadowed figure known as the Infernal Viscount treated the expedition less like an intrusion than a hearing.

Beyond the Bell Chamber, the Claimant's Bier revealed the price of the final seal: a willing claimant must surrender their life. The Sigil connected to the unknown Marquess remains unclaimed. The New Founders returned with knowledge rather than the artifact.

The current plan is to commission a powerful diviner to cast Legend Lore upon the Sigil before attempting another entry. Veyda also possesses a surviving fragment of an infernal Codex tied to the wider system, but the fragment and its route are incomplete.

Veilmoor Today

Veilmoor is no longer the forgotten port first encountered by the Founders. The Edge now produces food, timber, labor, and trained guides, while the Fortress of the Veil guards the city's most dangerous research.

The city is also more visible than ever. Port Oro watches. The Coin Lords watch. The Riven Tide watches. Infernal powers watch. Merchants are returning, refugees are settling, and old powers have been wounded without being erased.

Veilmoor has become strong enough that no regional power can safely ignore it. That may be its greatest achievement. It may also be the reason its next conflict will be larger.
