Sigil

Tor’Ganus is a reclusive dwarven hold hidden among the rugged hills south of Wallhaven. Unlike many surface cities, Tor’Ganus shows little of itself to outsiders. Its visible presence is limited to fortified trade yards, guarded road gates, stone warehouses, and a few surface halls where approved merchants may conduct business.

The hold’s importance comes from what lies beneath the hills: deep mines, stoneworks, ore veins, smelters, and dwarven-controlled routes through the lower rock. Tor’Ganus sells metal, cut stone, coal, mineral salts, raw ore, and other materials to Wallhaven and nearby settlements, but carefully limits outside access to the hold proper.

To most travelers, Tor’Ganus is less a city than a locked door with a market in front of it.

Description

Tor’Ganus is built into a chain of broken hills and stone ridges along the southern road; in a less rugged area of the Twilight Mountains. From the outside, it appears as a fortified dwarven waystation: heavy gates cut into the hillside, angular stone towers, slate-roofed warehouses, ventilation stacks, and smoke from deep furnaces rising through hidden shafts.

The true hold lies below.

Its lower halls are said to include clan vaults, forge districts, underground cisterns, ore lifts, rail tunnels, mushroom stores, and ancient stone chapels. Outsiders are rarely allowed beyond the Surface Exchange, the guarded market complex where trade with non-dwarves is conducted.

The dwarves of Tor’Ganus prefer contracts to conversation and sealed doors to hospitality.

Character of the Hold

Tor’Ganus is defined by restraint. Its people are not openly hostile, but they are slow to trust and careful with names, maps, doors, and debts. They do not explain their politics to outsiders and do not appreciate questions about tunnels, population, defenses, or clan disputes.

Common sayings associated with Tor’Ganus include:

  • “The hill speaks only to stone.”
  • “Pay fair, leave quick.”
  • “Iron remembers the hand that cheated it.”
  • “A guest at the gate is not a guest in the hall.”

Government

Tor’Ganus is ruled by a Hold-Thane, advised by a council of major mining, smithing, engineering, and merchant clans. The Hold-Thane handles defense and external agreements, while the clan council controls labor rights, mine claims, guild privileges, and trade quotas.

The current political structure is deliberately opaque to outsiders. Wallhaven knows who is authorized to sign trade contracts, but not always who truly controls the deeper decisions of the hold.

Economy

Tor’Ganus survives and prospers through extraction, refinement, and controlled trade.

The Surface Exchange

The Surface Exchange is the only part of Tor’Ganus most outsiders ever see. It consists of a fortified trading yard, counting houses, guarded scales, stone warehouses, contract halls, and inspection platforms.

All trade is weighed, sealed, witnessed, and recorded. Wallhaven merchants sometimes complain that Tor’Ganus contracts are longer than the road itself, but few question their reliability once signed.

Relations

Wallhaven

Tor’Ganus maintains a practical relationship with Wallhaven. Wallhaven needs metal, stone, coal, and engineering materials. Tor’Ganus needs reliable buyers, road security, food imports, and political distance from larger conflicts.

The relationship is profitable, but not warm. Wallhaven officers often find the hold frustratingly secretive. Tor’Ganus envoys often find Wallhaven arrogant, noisy, and too fond of paperwork written by people who do not understand stone.

Sharlore and Sylro

Trade with Sharlore and Sylro is smaller but steady. Sharlore buys select stone, tools, and metalwork, while Sylro purchases fittings, dyehouse equipment, tack hardware, hinges, needles, and fine tool blanks.

Other Dwarven Holds

Tor’Ganus keeps contact with other dwarven holds, but outsiders rarely know the details. Some caravans from the hold travel under sealed clan marks and do not stop at surface inns.

Customs

  • Outsiders may not enter the lower hold without clan permission.
  • All weapons must be declared at the Surface Exchange.
  • No one may sketch the gates, towers, or vent shafts.
  • Contracts are read aloud before witnesses.
  • Water, salt, and iron are used in formal oath-taking.
  • Guests are judged by whether they ask unnecessary questions.
  • A broken trade seal is treated as a serious offense.
