For an unknown period, the Ashen Host claimed certain rights within Veilmoor through older contracts and agreements. Whatever recognition those documents once received, New Veilmoor has declared them null and void.

The Ashen Host is now an illegal organization within the city. Active membership, infernal allegiance, and the use of infernal magic against Veilmoor’s citizens are treated as threats to public safety and civic independence.

Little reliable information exists concerning the Ashen Host’s internal structure. Its name suggests a military organization, fleet, or organized body of sworn retainers, but its demonstrated influence appears to be as much contractual as martial.

The Host’s known or alleged foundations include:

• infernal contracts;
• formal allegiance to devils or infernal powers;
• the use of bargains to acquire authority;

Infernal contracts are central to the Ashen Host’s identity.

Such agreements may grant immediate assistance, protection, wealth, military support, or political advantage while concealing obligations that become apparent only later. The Ashen Host appears to have used these arrangements to transform private bargains into claims of public authority.

In Veilmoor, this produced a fundamental conflict between two ideas of legitimacy:

The Preliminary Charter of New Veilmoor placed all magical compacts, private mandates, inherited claims, and concealed agreements under public review. This struck directly at the kind of authority claimed by the Ashen Host.

The Ashen Host maintained some degree of presence or recognized interest in Veilmoor before its proscription. The exact nature of this arrangement remains uncertain.

Older contracts apparently allowed the Host or its representatives to claim authority within the city. It is not known:

• who originally signed these agreements;
• what the Ashen Host provided in return;
• whether the agreements concerned military protection, trade, debt, or political recognition;
• how many city officials knew their true nature;
• whether the contracts were entered willingly;
• whether their infernal character was concealed;

The Ashen Host’s claims became incompatible with the new civic order established after the Night of Ash.

New Veilmoor holds that no foreign organization, infernal power, noble house, or private contract may exercise authority over the city without current and accountable public recognition.

The Night of Ash exposed the infernal corruption surrounding House Valecourt and the older systems of Veilmoor.

Valecourt Estate burned in black-and-red infernal fire. Lord Valecourt escaped, leaving the full extent of his agreements and alliances unresolved.

Around the same time, witnesses reported that a black-sailed vessel may have departed Veilmoor’s waters. Some believe that vessel belonged to the Ashen Host or carried its agents away from the city.

This account remains unconfirmed.

No reliable evidence presently establishes:

• the identity of the vessel;
• who was aboard;
• whether Lord Valecourt traveled upon it;
• whether the vessel answered directly to the Ashen Host;
• or whether the sighting was deliberately arranged to mislead investigators.

The possible departure nevertheless became part of Veilmoor’s public suspicion that the infernal corruption exposed during the Night of Ash extended beyond House Valecourt.

As part of the continuing effort to dismantle infernal authority, Ghustil Vra’ket Taal and the Still Hand issued a declaration against the Ashen Host.

The declaration established the following principles:

1. The Ashen Host possesses no authority in Veilmoor.
2. All previous contracts, grants, concessions, and agreements claiming otherwise are considered null and void under the city’s current compact.
3. The Ashen Host is an illegal organization founded upon infernal contracts and devil worship.
4. Known members within the city must formally renounce their allegiance or depart Mainland within seventy-two hours.
5. Those remaining after the deadline are subject to arrest and punishment.
6. Infernal pacts, devil worship, and the use of infernal magic against the citizens of Veilmoor are prohibited.
7. No private contract may supersede the safety, independence, or recognized laws of the city.

The declaration does not attempt to negotiate new terms with the Ashen Host. Its purpose is to deny the organization any foundation from which it might claim legitimate authority.

The Ashen Host shares methods or interests with several infernal systems uncovered in Veilmoor, but the exact relationships remain unproven.

House Valecourt exercised power through inherited authority, old compacts, infernal law, and fiends concealed behind civic institutions.

These similarities have led many to suspect an alliance between House Valecourt and the Ashen Host. Lord Valecourt’s escape and the rumored departure of a black-sailed vessel strengthened this suspicion.

No surviving public record has yet established whether Valecourt commanded the Host, served it, contracted with it, or merely employed similar infernal methods.

The Black Hold transformed soul bargains and infernal debt into routine administration.

Its ledgers, procedures, and collection methods closely resemble the kind of contractual power associated with the Ashen Host. A formal institutional connection has not yet been proven.

Investigators remain concerned that records within the Black Hold may identify former Host agents, hidden obligations, or contracts that have not yet been invoked.

Attempts to study, interrupt, or redirect Veilmoor’s old jungle disposal system reportedly drew infernal enforcement.

Whether these forces were dispatched by House Valecourt, the Ashen Host, another infernal patron, or the contracts themselves remains unknown.

Within New Veilmoor, the Ashen Host represents everything the city’s rebuilding authorities intend to prevent: secret authority, inherited obligation, supernatural coercion, and predatory contracts disguised as lawful agreements.

To the Still Hand, the organization is not merely a cult. It is a civic disease capable of entering through paperwork, debt, desperation, and tradition.

Pirates and independent captains are particularly hostile to any Host claim over Veilmoor’s harbor. Even captains willing to engage in smuggling, raiding, or questionable privateering generally distinguish negotiated maritime custom from permanent submission to a devil-backed contract.

Beyond Veilmoor, the Ashen Host’s reputation is less certain. Some may regard it as a military ally, contract broker, infernal fleet, or source of protection. Others may not realize the organization stands behind the agreements they have signed.

The Ashen Host has been formally stripped of all recognized authority within Veilmoor.

Its remaining members must either renounce their allegiance or operate as fugitives. Its old contracts are considered legally void, though the possibility that some retain supernatural power remains a serious concern.

The organization itself has not been destroyed.

The rumored black-sailed vessel, the escape of Lord Valecourt, and the incomplete records of the Black Hold all suggest that parts of Veilmoor’s infernal network may have survived the Night of Ash.

Whether the Ashen Host intends to reclaim its old privileges, enforce abandoned contracts, punish those who renounced it, or simply move its operations elsewhere remains unknown.
